New Youth Attainment and Transitions Providers Announced

The Hon Kate Ellis MP, Minister for Early Childhood Education, Child Care and Youth, announced the preferred providers for the Schools Business Community Partnership Brokers (Partnership Brokers) and Youth Connections programs on 7 December 2009.

New Youth Attainment and Transitions Programs - Request for Tender

The Department of Education, Employment and Workplace Relations (DEEWR) released two Request for Tenders (RFT) on 21 August 2009 for the two new Youth Attainment and Transitions programs.

  • PRN23984: School Business Community Partnership Brokers
  • PRN23979: Youth Connections

Both tenders closed on Tuesday, 6 October 2009 at 4:00pm (AEDST) and outcomes are to be announced in early December.


Youth Connections - Specialised Services - Request for Tender

The Department of Education, Employment and Workplace Relations (DEEWR) released a Request for Tender (RFT) on Monday, 23 November 2009 for a new Youth Attainment and Transitions program in South Australia.

Youth and career transitions programs funded by the Australian Government that came into existence in 2010 will be augmented in South Australia by:

  • PRN24554: Youth Connections - Specialised Services. This program will provide an a continuum of services so that young people who are in, are exiting or are at imminent risk of engaging with the South Australian Juvenile Justice system can access the help they need. It will be flexible, offering a combination of case-managed support as well as linkages with wider community activities to help young people to re-connect with education or training and build resilience, skills and attributes that promote positive choices and wellbeing.

The tender closed on Thursday, 17 December 2009 at 5:00pm (AEDST).


Compact with Young Australians

At its 30 April 2009 meeting, the Council of Australian Governments (COAG) agreed to a Compact with Young Australians to increase young people’s engagement with education and training pathways.

The Compact with Young Australians comprises a National Youth Participation Requirement, an entitlement to education or training places for 15 to 24 year olds, and changes to Youth Allowance and Family Tax Benefit making education and training a precondition for these payments.

COAG also agreed to bring forward its attainment target so that by 2015, 90 per cent of 20-24 year olds will have attained Year 12 or equivalent or Certificate II or above.

The Compact with Young Australians will be the foundation of a new National Partnership on Youth Attainment and Transitions that will also drive longer-term reform to ensure that young people stay engaged in education and training and attain a year 12 or equivalent qualification.


National Partnership on Youth Attainment and Transitions

The National Partnership on Youth Attainment and Transitions will pursue long-term reform of schooling through collaborative efforts with the states and territories, to improve educational outcomes.

The National Partnership on Youth Attainment and Transitions is now available on the COAG website.

Under the National Partnership, the Australian Government will continue funding of $623 million to consolidate its youth and transition programs with new and better targeted programs.

The Youth Career and Transition arrangements are being consolidated and streamlined to remove duplication and overlap and make services easier to access for young people.

A range of existing programs are being consolidated into four new streams to commence from 1 January 2010:

  • Maximising Engagement, Attainment and Successful Transitions (formerly Quality on the Job Workplace Learning) – a project payment to the States and Territories to support the implementation of reforms in the areas of multiple learning pathways; career development and mentoring 
  • A new School Business Community Partnership Brokers program (previously referred to as Community Education Engagement Partnerships) will improve community and business engagement with schools 
  • The new Youth Connections Program will provide an improved safety net for young people at risk
  • National Career Development will include development of resources that it makes sense to undertake at a national level for the benefit of all jurisdictions
