Teaching and Learning Capital Fund (TLCF) for Vocational Education and Training (VET)
The Teaching and Learning Capital Fund (TLCF) for Vocational Education and Training (VET) was announced by the Prime Minister on 12 December 2008 as part of the $4.7 billion nation-building infrastructure package to support Australia’s economy.
The TLCF (VET) will provide $500 million during the 2009-10 financial year which will be distributed through initiatives focused on modernising and improving the quality of teaching and learning across the vocational education and training sector. Funding for this initiative will be provided through the following three program elements:
- Better TAFE Facilities (BTF): $200 million
- Training Infrastructure Investment for Tomorrow: $200 million for eligible applicants and consortia led by eligible applicants
- Investing in Community Education and Training: $100 million for community education and training providers to develop or enhance infrastructure which will allow them to maximise VET delivery or facilitate expansion into VET delivery.

Q1. What is the TLC Fund (VET)?
- The TLCF (VET) will provide $500 million during the 2009-10 financial year which will be distributed through initiatives focussed on modernising and improving the quality of teaching and learning across the vocational education and training sector. Funding will be provided for maintenance, small capital works and equipment and plant purchase.
Q2. Who will the funds be allocated to?
- Under the Better TAFE Facilities (BTF) element $200 million is available to modernise and improve the quality of teaching and learning facilities within TAFE institutes
- Under the Training Infrastructure Investment for Tomorrow (TIIFT) element $200 million is available for eligible applicants and consortia led by eligible applicants to develop new VET infrastructure
- Under the Investing in Community Education and Training (ICET) element $100 million will be invested in community education and training infrastructure.

Q3. Is there a minimum and maximum allocation for each institute?
- Each institute was eligible for a minimum amount of $2 million through to a maximum amount of $8 million.
Q4. What is the timeframe for allocating the funding?
- Funding is available for the 2009-10 financial year. Projects nominated for funding must be expected to be completed by 30 June 2010.
- Coordinator-generals have been appointed in all states and territories to assist in streamlining processes to ensure projects are completed as part of the Australian Government’s Nation Building and Jobs Plan.
Q5. The Better TAFE Facilities Guidelines indicate there are 62 TAFE Institutes that are eligible for funding. The Minister for Education’s Media Release said that 60 Institutes will receive funding, what is the reason for the difference?
- The New South Wales’ State Training Authority advised that TAFE NSW - Open Training and Education Network (OTEN) has been integrated into TAFE NSW – Western Sydney institute and is therefore a campus of the Western Sydney Institute. OTEN is therefore not eligible in its own right to apply for funding under the BTF or TIIFT elements.
- The Victorian State Training Authority advised that the Driver Education Centre of Australia Limited would not be submitting an application for funding. They remain eligible to apply for funding under TIIFT element.

Q6. What is the timeframe for allocating the funding?
- The funding has been allocated through one national competitive funding round. This involved an independent National Assessment Panel that provided a prioritised list of projects recommended to receive funding, for the Minister's consideration.
- Funding is available for the 2009-10 financial year. Projects nominated for funding must be expected to be completed by 30 June 2010.
- Coordinator-generals have been appointed in all states and territories to assist in streamlining processes to ensure projects are completed as part of the Australian Government’s Nation Building and Jobs Plan.
