Revised Funding Principles for the Joint Group Training Program

Effective for 2008-09 Funding Round

The Joint Group Training Program (JGTP) is managed by each State and Territory Training Authority. To apply for funding under this program contact the State Training Authority in the relevant State/Territory.

 

Objective of Joint Group Training Program

The Program is a joint arrangement between the Australian Government and States and Territories to provide funding to Group Training Organisations (GTOs) for strategies and initiatives which are implemented by States and Territories.  The objective of the Program is to encourage and improve the commencement and completion in Australian Apprenticeships as determined by each State and Territory in line with the nationally agreed priority areas.

  1. Organisations that meet the National Standards for Group Training Organisations are eligible to apply to the State Training Authority (STA) for Joint Group Training Program funding.

  2. Targeted outcomes will be determined by each State or Territory for each of the following nationally agreed priority areas.
    1. Skills Needs
      • Skill shortage areas in national and/or State skills shortage. (as identified by STAs)
      • Traditional trades
      • Higher level skills
    2. Client Groups
      • Indigenous Australians
      • People with disabilities
      • People from culturally and linguistically diverse backgrounds
      • People in non-traditional trades (non female/male dominant occupations)
      • Australian School-based Apprenticeships
      • Youth at risk
      • Out of trade apprentices
      • Adults over 21 years
    3. Geographical Locations
      • Rural and remote areas as defined by individual State Training Authorities.
  3. Funding will be allocated annually under the Joint Group Training Program on the basis of each State and Territory’s funding plan, which must be provided to the Australian Government.
  4. Where funding is applied to an individual Training Contract under the Program, the funding will remain in place for the duration of that Contract at a level to be determined by the State Training Authority providing the GTO continues to receive funding under the Program
  5. Price will be determined by the STA and will include different rates to reflect the level of priority of the outcomes. State/Territory priority areas where possible will align to the State/Territory VET Plan.
  6. Structuring of the funding model under the Joint Group Training Program is determined by the STA in a way that encourages completion of the Training Contract.
  7. Matched funding between STAs and the Australian Government will be maintained within agreed budget capacity

Please note that any Australian Apprentice recruited through the Joint Group Training Program cannot be claimed under the Group Training in the Trades Program or the Group Training Australian Apprenticeships Targeted Initiatives Program.
