Quality Assurance for Resource Projects

 All WELL resources are required to undergo a Quality Assurance (QA) process. The purpose of QA is to ensure that all resources fully support Training Packages, are produced to a high standard and promote best practice.

WELL Resource Projects – funded prior to the 2008/2009 funding round

Products that meet the quality assurance requirements are ‘noted’ by the National Training Quality Council (NTQC). These noted training package support materials carry the noted ‘tick’ logo and can be listed on the National Training Information Service (NTIS) website. Noting on the NTIS provides resources with a significant marketing advantage and national exposure to prospective buyers.

Successful resource funding recipients are required to engage a consultant for the duration of the project from the list of DEEWR approved expert literacy and numeracy QA consultants.

The consultant will evaluate the resources against the five NQC Quality Principles (in the section below) and provide advice on content, methodology, instructional design, the consultation process and trialling of the resource.

Successful funding recipients are required to provide the Proof of Concept (3 month) and Interim (6 month) reports to the WELL Resource Coordinator.  The final evaluation report must be submitted to:

NTQC Quality Principles

Principle 1:  Foundation

Training Package support materials must identify and support units of competency from endorsed Training Packages.

Principle 2:  Scope

Training Package support materials must specify and be appropriate for their purpose, audience and coverage.

Principle 3:  Structure and design

Training Package support materials must promote effective learning and assessment strategies and use easily accessible formats.

Principle 4:  Flexible Delivery

Training Package support materials must provide for variations in learners’ needs, preferences and starting points.

Principle 5:  Access and Equity

Training Package support materials must be inclusive and actively challenge stereotypes.

WELL Resource Projects - 2008/2009 funding round

The NQC decided at its 4 December 2008 meeting that the Training Package support materials Noting Process would be reviewed in early 2009.  Consequently the Noting Process has been put on hold pending the outcomes of this review.

As a result of this review the QA requirements for 2008/2009 funding round projects have been changed. A WELL Resource Quality Assurance Panel has been established for 2008/2009 funding round projects.  This panel will work along the same lines as the NQC Noting Process with the main difference being the all reports are to be returned to the WELL Resource Coordinator.  Reporting templates are available below.

Funding recipients are required to select a QA consultant from the WELL Resource Quality Assurance Panel.
