Release of Remaining 2009-10 NEIS-PPP Training Places

Due to a high level of demand for NEIS-PPP training places in which 75 per cent of the full year allocation has already been committed, the department has determined that in order to manage the demand for NEIS-PPP for the remainder of 2009-10, a final block of 1900 training places (1575 places for the final quarter plus an additional 325 places from savings attributed to lower than expected course costs) will be distributed amongst NEIS Panel Members.

It is not intended that there be any further scheduled block allocation of NEIS-PPP training places in the 2009-10 financial year as these 1900 places represent all available training places that the department has been able to identify within the available budget.

NEIS Panel Members will be offered a ‘notional allocation’ of the remaining training places based on the population of eligible job seekers in the Employment Service Areas (ESAs) tendered for by Panel Members in ESD4 (where multiple Panel Members service an ESA, the share of the 1900 places for that ESA will be divided equally amongst the servicing Panel Members).

While a number of options were considered for the allocation of the 1900 places, the approach outlined above was assessed to be the most equitable and transparent, and should enable NEIS Panel Members to plan their operations with some certainty for the remainder of 2009-10. The National NEIS Association (NNA) and the National Employment Services Association (NESA) have been consulted and have endorsed and agreed to work with the department to implement this methodology. Individual providers not represented by these peak bodies should note that they can provide feedback directly to their respective NEIS Contract/Account Manager.

In early February 2010 the department will be writing to each NEIS Panel Member to formally offer a share of the 1900 places and providing further details on how the ‘notional allocation’ of places will be administered. Further information will be made available through this website and the ESS Provider Portal. In addition, the department has asked both NNA and NESA to include appropriate bulletins on the respective websites. NEIS Contract/Account Managers can also be consulted if there is any need for further advice or clarification on any aspect of the release.

It is intended that training places recovered via the weekly PPP expiry run process (where training places allocated to Registered Training Organisations are recovered when a participant fails to commence) will be retained nationally and reallocated during April 2010. In addition, in April 2010, the department will review the places notionally allocated as a result of the block release of the 1900 places, to determine which NEIS Panel Members will not use all of their allocated places within the financial year. These uncommitted places will be returned to a national pool for reallocation.
