Job Ready Certificate Discussion Paper

The Department engaged a consultant, Professor Richard Sweet, in late 2008 to develop a discussion paper and assist with stakeholder consultations early in 2009.

The discussion paper:

  • Describes the key features of the Job Ready Certificate;
  • Outlines the main issues in designing and implementing it; and
  • Suggests ways to resolve these issues.

Three sets of issues are discussed in the paper:

  • What should be assessed and how;
  • The certificate itself - what it might look like and who might award it; and
  • Development and implementation.
