Application

When can I apply for the 2013 Endeavour Awards?

Applications for the 2013 Endeavour Awards open Sunday 1 April 2012 and will close Saturday 30 June 2012 at 11.59 am AEST.

How do I submit my application?

Applications must be submitted using the Endeavour Online Application system. Please refer to the Apply Now page for further information.

Applicants for the Prime Minister’s Australia Asia Outgoing Awards must be nominated by their Home University to be eligible. Contact Officers will receive an email with a PDF copy of the application only when an applicant selects the ‘Print to PDF’ button or when the application has been submitted.

If an applicant’s University Contact Officer would like a copy of an application while it is still in draft status and editable by the applicant, the applicant must login and select the ‘Print to PDF’ button before they submit the application.

A list of university contact officers for the Prime Minister’s Australia Asia Outgoing Award is also available.

Can I submit my application via post?

We recommend that you use the Endeavour Online Application system as this will ensure completed applications reach us by the closing date. We recommend that you submit your application as early as possible due to the large volume of users on the system on the final opening days of application.

If you do not have reliable internet access and are unable to apply online, you can request a hardcopy application form by sending an email stating your country of citizenship and/ or permanent residency, the reason you are unable to apply online and the Award you wish to apply for to endeavour.awards@deewr.gov.au.

Please note that applications submitted on out of date Endeavour Award application forms will not be accepted.

What happens if my application is late?

The Endeavour Online Application system will not allow you to work on your application after the closing date. Incomplete or late applications will not be accepted.

I have been charged an application processing fee by the university. Can I be reimbursed?

The application processing fee is determined by the institution and the Department does not have any involvement in this process.

Can I apply for more than one Endeavour Award category?

Yes. You need to submit a separate Endeavour Online Application for each Endeavour Award you wish to apply for and meet the eligibility requirements for each Award.

You must use the same email address for each Endeavour Award you apply for. Please do not apply for more than one Endeavour Award of the same category using different email addresses or this will be automatically deleted in the Endeavour Awards system.

How can I be sure that I have submitted all the required supporting documents with my application?

The Endeavour Online Application system will not allow you to submit your application unless your application is complete, with all required supporting documents uploaded.

It is your responsibility to ensure that your supporting documents meet the Award requirements.

Can I have my application returned to me?

Once you submit your Endeavour Online Application you cannot make changes or add extra supporting documents to your application. You can preview and print a copy of your application at anytime. Please refer to the Step by Step Guide to using the Endeavour Online Application System.

Applications and supporting documents received by post will not be returned.

Will successful and unsuccessful applicants be notified of the outcome of the Endeavour Awards?

Yes. Both unsuccessful and successful applicants will be notified of the outcome via email once the selection process is completed.

I applied for an Endeavour Award in a previous round. Can I re-use my application for the current round?

Applications can only be used once. If you wish to apply for another round, you must start a new application.

When can I commence my Endeavour Award?

If you are successful, you must commence your Endeavour Award and approved program in the year for which it was granted. For the 2013 Endeavour Awards Round you must commence your Award between 1 January and 30 November 2013. This includes the English language training component for the Endeavour Vocational Education and Training Award.

Can I defer my Endeavour Award until next year?

If you are successful, you must commence your Endeavour Award in the year for which it was granted. In exceptional circumstances a deferment may be approved by a case manager with final approval from the Department.

My host institution/university does not appear in the drop down list for proposed host institutions, what do I do?

You are able to type this in manually by placing your cursor into the box and manually type it in.

What are my chances of receiving an Endeavour Award?

The Endeavour Awards are merit-based and very competitive. You need to ensure you meet all the eligibility requirements and complete the application form correctly. You must submit your application with all the required supporting documents, by the closing date.

Eligible applications are assessed against the selection criteria by the selection panel. Please refer to the Selection Criteria for each Award in the Applicant Guidelines.

What are the success rates and number of Awards available?

Endeavour Awards is the Australian Government's internationally competitive, merit-based scholarship program. Currently we offer around 500-600 Awards per year however this number varies annually depending upon our budget, levels of demand and the number of meritorious applications received for each category.

While we do publish the names of successful candidates, we do not publish application data or success rates as we believe that this is not a true indicator of success given the number and quality of applications varies significantly each year. We would also not like it to discourage high calibre applicants from applying.

Who owns the Intellectual Property of my research program?

Intellectual Property (IP) rights will depend on the policy of the host organisation, any IP laws of the home country and any agreement which may have been negotiated between the Award Holder and the host organisation.

The Australian Government does not require or request copies of any research material, and does not wish to maintain any IP rights. If the Australian Government does procure copies of this material and uses it in some way, it must have a license to do so. This would be negotiated in a license agreement between the owner of the IP rights, i.e. the student or the host organisation and the Australian Government. In addition, wherever any work is reproduced, the creator of the work must be identified.

If an Award Holder has further concerns, they should seek independent legal advice about the ownership and IP rights for any research material.

Citizenship, Permanent Residency and Visas

How do I obtain a visa and/or which visa do I apply for?

If an applicant is successful they will be advised of the visa process and will have the support of their Case Manager to make suitable arrangements prior to their commencement. Award Holders are responsible for any visa application costs. The Endeavour Awards are conditional on all Award Holders obtaining appropriate visas. If you are unable to obtain a visa you may not be able to take up your Endeavour Award.

Family members wishing to visit or accompany an Award Holder are required to obtain their own visa.

Does an Endeavour Award cover visa costs?

Award Holders are responsible for any visa application costs.

Applicants should contact the Department of Immigration and Citizenship (DIAC) regarding all visa enquiries.

I am an international student and/or on a Dependant Student Visa studying in Australia. Am I eligible to apply for a 2013 Endeavour Award?

You may be eligible to apply as an international applicant for an Endeavour Award, providing you meet all eligibility requirements of the particular Endeavour Award you wish to apply for. For the 2013 Endeavour Awards Round Award Holders must commence their Award between 1 January and 30 November 2013. Applicants who have already commenced their program (eg: PhD or Masters) at their host organisation are ineligible.

I am in Australia on a working/holiday visa. Am I eligible to apply for a 2013 Endeavour Award?

International applicants wishing to apply for a 2013 Endeavour Award are eligible to apply if they were or are living or working in Australia.

I have permanent residency status in Australia. Can I apply for an Endeavour Award as an international applicant?

If you hold permanent residency status in Australia you are considered to be an Australian applicant for the purposes of the Endeavour Awards. You must apply as an Australian applicant.

I have dual citizenship. Can I still apply for an Endeavour Award?

International applicants who are citizens and/or permanent residents of a participating country can apply for an Endeavour Award if they do not hold dual citizenship and/or permanent residency status in Australia.

Permanent residents of Australia or Australian citizens who have dual citizenship may undertake an Endeavour Award in the country where they hold citizenship.

Can I apply for permanent residency in Australia while I am undertaking my Endeavour Award?

If an International Award Holder becomes an Australian citizen, holds Australian Permanent Residency status, holds dual citizenship with Australia or becomes a citizen and holds permanent residency status of a country that is not a participating country of the Endeavour Awards, the Award will be revoked or terminated from the date of effect. The Award Holder may continue their program but they will no longer be funded to do so.

I am a New Zealand citizen. What Endeavour Awards can I apply for?

New Zealand citizens can apply for the Endeavour Research Fellowship and the Endeavour Executive Award as an International (Incoming) applicant.

If you are a New Zealand Citizen but hold permanent residency status in Australia you must apply as an Australian (outgoing) applicant and provide sufficient evidence of your permanent residency status in Australia.

New Zealand citizens can also apply for the Australian Postgraduate Awards (APA).

New Zealand citizens cannot apply for the Endeavour Postgraduate Award or the Endeavour Vocational Education and Training (VET) Award as New Zealand citizens who are studying in Australia do not pay overseas student fees and are considered to be domestic students rather than international students.

I am an Australian Award Holder, the country/region I am proposing to undertake my Award is a Department of Foreign Affairs and Trade level 4 country/region. Can I still undertake my Award in that country/region?

Australian Award Holders must not travel to a country/region or a part of a country/region that is assessed by DFAT as an area to which Australians are "advised not to travel" (Level 4 DFAT advice). Please visit www.smartraveller.gov.au for a list of country/region specific travel advisories.

Do I have to return to my home country at the completion of my Award?

You are expected to return to your home country at the completion of your Award. You must abide by the conditions of the visa on which you entered Australia.

If you wish to complete further qualifications in Australia after the completion of an Endeavour Award you need to contact the Department of Immigration and Citizenship (DIAC).

Can I travel after I have commenced the Endeavour Award?

You must obtain approval from both your host organisation/institution and the contractor appointed by the Department to administer the Awards. Please choose the dates to undertake your Award very carefully to limit the need for travel.

Can I bring dependants with me while undertaking my Endeavour Award?

Family members or dependants wishing to accompany or visit an Endeavour Award Holder in Australia should contact DIAC's nearest overseas mission for advice about travelling to and living in Australia. For further information and contact details please visit http://www.immi.gov.au/contacts/overseas/.

Conditions of Awards

Do I have to be a certain age to be eligible for an Endeavour Award?

Award Holders must be aged 18 years or over at the commencement of their Award. There is no maximum age limit.

Can I undertake paid employment while on an Endeavour Award?

International Award Holders – Award Holders must obtain permission from their Host Organisation and confirm the conditions of their visa with DIAC in order to determine whether they are allowed to undertake paid employment while they are in Australia on their Award. International Endeavour Research Fellowships (including Cheung Kong) and Endeavour Executive Award Holders are not permitted to work at any time during their Award.

Australian Award Holders – Award Holders must obtain permission from their Host Organisation and confirm the conditions of their visa in order to determine whether they are allowed to undertake paid employment while they are in their Host Country on their Endeavour Award. Endeavour Executive Award Holders are not permitted to undertake paid employment at any time during their Award except in exceptional circumstances and with approval from the Department.

What are the consequences of breaching an Award?

The Award and the Award Contract may be terminated at any time for misconduct, for failure to comply with the laws of Australia, for breaches of the conditions of the Award, for failure to abide by the rules of the Host Organisation and/or for failure to make satisfactory academic progress (where applicable).

Can I seek an extension of an Endeavour Award?

Funding is limited to the duration stipulated for each Endeavour Award.

Can I apply for an Endeavour Award if I have already started my research, study or professional development program in the host country?

Applicants who have already commenced their program at their host organisation are ineligible to apply.

Can I change my study or research program once I have started my Award?

You must undertake the program outlined in your application.

Apart from deciding the organisation/institution that best meets the needs of my proposed program, are there any other factors I should consider before choosing my destination?

Yes. You should investigate and obtain information about the city in which you will live and make sure that it has adequate facilities for your individual needs.

I have been granted another scholarship (including an APA – Australian Postgraduate Award) to undertake study/research in Australia. Am I eligible for an Endeavour Award?

I am an Australian postdoctoral research student in receipt of an Australian Research Council (ARC) grant. What is the implication if I receive an Endeavour Awards?

The ARC grant is administered by the Australian Research Council (ARC). For further information regarding conditions please go to the ARC website.

Am I able to apply for an Endeavour Award if I held an AusAID scholarship or Endeavour Award within the last two years?

You are not eligible to apply for an Endeavour Award if you have completed an AusAID scholarship/fellowship or an Endeavour Award in the 24 months (2 years) before the current round of the Endeavour Awards. For example, Amy completed her AusAID scholarship during 2011. She cannot apply for an Endeavour Award until the 2014 round.

How can I apply for an International Postgraduate Research Scholarship (IPRS)?

IPRS is managed by the universities. All enquiries regarding IPRS need to be directed to the university at which you wish to conduct your postgraduate research. Contact details for Australian universities can be found at the Study In Australia.

Educational Qualifications

What educational qualifications must I provide in my application?

Applicants must provide at least one certified (attested) numerically weighted transcript that shows subjects and scores (see the Applicant Guidelines for the minimum requirements for each Award category). If you do not have a transcript for your PhD, you must provide a Bachelors or Masters transcript.

Academic transcripts must be accompanied by an explanation of the marking system. If the transcript is not in English, a certified (attested) English translation must be provided. You do not need to include the academic transcript in the original language.

Can I apply for an Endeavour Postgraduate Award to undertake a Graduate Diploma?

You cannot apply for an Endeavour Postgraduate Award to undertake a Graduate Diploma.

Your application will be accepted if you are required to undertake a Graduate Diploma for entry into a Masters Degree. You must be accepted into both the Graduate Diploma and Masters Degree at the time of application and provide evidence in your admission documentation.

I have gained admission for a Masters Degree based on work experience. I have not completed an undergraduate degree. Am I eligible to apply for the Endeavour Postgraduate Award?

You are not eligible as you have not completed an undergraduate degree and would not be able to demonstrate high academic achievements at that level.

I recently submitted my PhD thesis but it has not yet been examined. Am I eligible to undertake postdoctoral research under an Endeavour Research Fellowship?

Postdoctoral applicants must have had their PhD conferred and obtained their final results prior to the commencement of their Award.

I want to apply for an Endeavour Vocational Education and Training (VET) Award. Will I be able to start an undergraduate or postgraduate qualification using this Award?

The Endeavour Vocational Education and Training Awards are for a qualification at the Diploma, Advanced Diploma or Associate Degree level at an Australian vocational education institution.

How can international undergraduate students apply for the International Student Exchange Programs?

International undergraduate students who wish to undertake an exchange under the International Student Exchange Programs need to enquire at the International Office of their home institution. Students need to check:

  • if their home institution has a student exchange agreement with an Australian university
  • if yes, is the agreement made in relation to the International Student Exchange Programs
  • if yes, does the Australian university have any funding available under the International Student Exchange Programs.

I have completed a higher degree (bachelor degree or above). Can I still apply for the Endeavour Vocational Education and Training Award?

Yes. You can apply for an Endeavour Vocational Education and Training Award. A higher qualification does not exclude you from applying for an Endeavour Award.

Masters Degree

The Masters Degree involves enhancing specific professional or vocational skills. The Masters Degree is typically gained by research or coursework or a combination. Study involves acquiring in-depth understanding of a specific area of knowledge usually by independent research. A Masters Degree takes either one or two years after completion of a Bachelor Degree.

1 to 2 years

Doctoral Degree (PhD)

The Doctoral Degree is the highest qualification offered by Australian universities. Although it is a research degree, some programs may have a course work component. There are three components to a Doctoral Degree:

  1. A review of the literature, experimentation or other systemic approach to a body of knowledge
  2. An original research project resulting in a significant contribution to knowledge and understanding and/or the application of knowledge within a discipline or field of study
  3. A substantial and well-ordered thesis, demonstrating the relationship of the research to the broader framework of the discipline or field of study.

Typically 4 years

Vocational Education and Training (VET) qualifications

Vocational Education and Training provides occupational or work-related knowledge and skills. Vocational Education and Training courses are traditionally non-academic and directly relate to the trade, occupation or ‘vocation’ of the applicant. Vocational Education and Training courses exclude degree and higher level programs normally delivered by universities.

Diploma

Diploma courses involve up to two years full-time study. Some Diplomas are also offered by universities. At this level you are given broad theoretical knowledge and/or technical and creative skills at substantial depth. Analysis, judgment and planning are involved across a broad range of technical and/or management situations. Graduates at this level could be expected to work autonomously in complex technical operations or to coordinate their own work or the work of others.

18 months to 2 years

Advanced Diploma

An Advanced Diploma involves two to three years full-time study Advanced Diplomas are offered by technical colleges and universities. At this level you will gain the ability to apply fundamental principles and complex techniques in a wide range of contexts. Significant judgment in planning, technical or leadership functions is developed with highly specialised technical, creative or conceptual skills and accountability for your own and your work group’s achievements.

2 to 3 years

Associate Degree

An Associate Degree involves two years full-time study. Associate Degree courses are offered by technical colleges and universities in selected subjects which provide comprehensive knowledge of the subject. An Associate Degree qualification provides a broad-based point of entry to employment, in particular in a range of associate professional occupations, and an introduction to the foundations of a discipline or across several disciplines.

Financial Matters

Will the Endeavour Award benefits affect any other payments that I currently receive?

Please check with the organisation that you receive these payments from.

What is a monthly stipend?

A monthly stipend is a monthly living allowance.

What can an establishment allowance be used for?

The establishment allowance can be used towards expenses such as:

  • Rental bonds
  • Text books
  • Study materials
  • Host organisation/institution’s infrastructure expenses. For example, computer or software expenses
  • Home contents insurance
  • Overseas health insurance Additional medical insurance to cover ancillary medical services.

Is the funding paid under an Endeavour Award taxable by the Australian Government?

All entitlements provided by the Endeavour Awards are tax exempt income.

What if the maximum Award funding for tuition fees does not cover the entire tuition fee amount?

Award Holders will receive up to the maximum amount in tuition fees per semester for their Endeavour Award.

Please see the benefits table in the Applicant Guidelines for each individual Award category.

If the program costs are above the maximum funding then the applicant may pay the difference.

If the Award Holder cannot afford the additional payments that are above the maximum funding then they should consider choosing a different course or an alternate university.

Language Proficiency

My studies were in English. Do I have to provide evidence of language proficiency when applying for an Endeavour Award?

Yes. Please refer to the ‘Eligibility Requirements’ and the ‘Required Documentation’ in the Applicant Guidelines.

Can I undertake my course of study in Australia in a language other than English?

All courses of study in Australia must be undertaken in English.

Can I send my TOEFL/IELTS results directly to the Endeavour Awards Team?

Yes. You can send your TOEFL/IELTS results directly to us. However, we would prefer you to certify and upload your results to your online application. TOEFL/IELTS results received by post will not be returned.

Where is the nearest English language testing office to me?

Visit the TOEFL or the IELTS websites to find the nearest English language testing office to you.

When should I book in for an IELTS/TOEFL test?

Applicants must book in for TOEFL or IELTS tests as early as possible as places fill up quickly. It is the applicant’s responsibility to arrange this themselves as no late results will be accepted.

Applicants also need to remember that they will not receive their official IELTS/TOEFL results on the day.

Can I provide an institutional TOEFL ITP result?

The only eligible TOEFL test scores are paper, internet and computer based TOEFL tests scores which have been administered by the Educational Testing Service (ETS).

Can I provide an IELTS general test result?

You must provide an IELTS academic test result.

Will my TOEFL/IELTS score be accepted if it is more than two years from the date of the test?

The TOEFL/IELTS report must be within two years from the date the test was taken. TOEFL/IELTS test results are no longer valid after two years from the date the test was taken.

Will I be reimbursed by the Department for the cost of taking an IELTS or a TOEFL test?

The cost of the English proficiency tests is your responsibility.

My TOEFL or IELTS test score does not meet the minimum requirements for the Endeavour Awards. Will my application be considered?

The required language levels are considered necessary to undertake study, research or professional development in the host country. If a test score is below the minimum requirements, the application will be deemed ineligible and will not be considered by the selection panel.

I am unable to provide the TOEFL/IELTS test score by the Endeavour Awards closing date. Can I submit the results after the closing date?

All required documentation must be attached to your online application and submitted by the closing date of the round. No supporting documents will be accepted after this date. Incomplete applications will be deemed ineligible and will not be considered by the selection panel.

Will English language training be provided as part of my Endeavour Award?

The only Endeavour Award to include English language training is the Endeavour Vocational Education & Training (VET) Award. Please refer to the ‘Eligibility Requirements for Vocational Education and Training (VET) Award’ in the Applicant Guidelines for details.

My IELTS/TOEFL score meets the minimum requirement for the Endeavour VET Award. Can I undertake English language training?

Funding is only available if your IELTS/TOEFL score does not meet the minimum requirement for the Endeavour VET Award.

Nomination, Admission and Affiliation

What is the difference between a nomination, admission and affiliation?

Please see the Endeavour Award Guidelines, required supporting documentation details for further information.

How do I apply for admission to an Australian university?

Visit the Study in Australia or Going to University websites for a list of accredited institutions that provide higher education to international students. Admission must be for commencement in 2013.

I will not have enough time to obtain a nomination, admission or affiliation by the closing date. Can I apply for an Endeavour Award?

Applicants must include these documents with their application by the closing date.

We found that applicants who commenced preparation for their application early were able to obtain these documents by the closing date.

Please find a letter at the back of the Applicant Guidelines you can use to notify your host institution that you are applying for an Endeavour Awards and require a formal admission letter (letter of offer) before the application closing date. If you cannot meet this eligibility requirement please consider applying for future Endeavour Award rounds and using the extra time to prepare your documentation.

If you are applying for admission to an Australian institution, ensure you go to the institution’s international webpage, as applications for admission tend to open earlier for international students than for domestic students.

Can I provide a Confirmation of enrolment for proof of admission (COE)?

Yes. The Endeavour Awards will accept COE’s for proof of admission.

If I am undertaking postdoctoral research or research towards a degree in my home country, does my research project have to be undertaken at a university?

No, although it is usually undertaken at an educational institution. Postdoctoral research or research towards a degree in your home institution can be undertaken at a research institution e.g. CSIRO, ACIAR.

Is a Juris Doctor accepted as a proposed program?

A Juris Doctor is considered to be a Postgraduate (PhD/Masters) under an Endeavour Award. Please note there is a difference in Award duration, a Masters is 2 years and 4 years for a PhD. It is up to the applicant to determine which award level they should apply for to cover their proposed program. Applicants will still be required to submit a formal letter of admission for the 2013 academic year.

Am I able to undertake my Endeavour Award at an offshore campus of an Australian university?

International applicants must undertake their Endeavour Award and approved program in Australia.

Australian applicants must undertake their Endeavour Award and approved program at an international institution.

Can I undertake the Endeavour Award by distance study?

You must physically reside in the host country throughout the duration of the Award.

I have multiple admission letters - do I need to submit a separate application for each admission letter?

Please include all admission letters in the one application and list your host institution in order of preference. Do not start a separate application or this will be automatically deleted in the Endeavour Awards system.

How do I find information about Australian vocational education institutions in Australia?

Visit the Study in Australia website or search the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) for vocational education institutions in Australia.

I am an international applicant and I intend to be hosted by multiple Australian organisations, is this permitted under an Endeavour Research Fellowship?

Yes. You must provide a letter of nomination from each of your different proposed hosts. Please upload these nominations in order of preference to your application. Each nomination form must be from your host organisation, signed by a proposed supervisor or senior officer in the host organisation and specify the period of placement in 2013.

Can the Endeavour Awards Team help me obtain a nomination with a host organisation to undertake professional development or research?

Applicants for the Endeavour Awards are required to make their own approaches to Australian host organisations seeking a placement. As the Department is involved in the selection process we are unable to provide advice or arrange your placement for you.

My host organisation is unable to complete an electronic nomination form; can I request a paper nomination form?

Your nominator can request a paper based form by sending an email directly to the Endeavour Awards Team stating the reason why they are unable to complete the electronic form. Nomination form requests must be received from the nominator, requests from applicants will not be accepted. endeavour.awards@deewr.gov.au

Can the Endeavour Awards Team help me decide where I should undertake my study?

It is the applicants responsibility to find an appropriate host institution for their field of study. Applicants may wish to use the Study in Australia website to help determine which university may be the most appropriate for you.

Am I required to pay a deposit to gain admission?

You should advise your proposed Institution that you are applying for an Endeavour Award. Conditional letters of offer will be accepted at the time of application, you will not need to pay a deposit if you are not awarded. A letter to Australian Universities to assist in your application for admission is attached to the last page on the Applicant Guidelines.

Referees

My referee is unable to complete an electronic report; can I request a paper referee report?

Your referee can request a paper based referee report by sending an email directly to the Endeavour Awards Team stating the reason why they are unable to complete the electronic report. Referee Report requests must be received from the referee; requests from applicants will not be accepted. endeavour.refereereports@deewr.gov.au.

My referee is unsure on how to answer question 2 on the referee report; In your opinion, is there any further education and/or training that would assist the applicant to successfully complete their proposed program?

Your referee will be required to comment on any area’s that they believe would help develop on your existing skills/knowledge or any area’s that you may require further education and/or training in that would assist you in the successful completion of your proposed program.
