Information for Parents/Caregivers

Community Demand

PaCE projects must be able to demonstrate Aboriginal and Torres Strait Islander parent and community demand and are expected to be community driven.

PaCE is not an application based Program. Project proposals will be negotiated with DEEWR network staff. It should be noted that even though projects will be developed in consultation with DEEWR, there is no guarantee of funding.

Role of parents/caregivers

The role of parents/caregivers of Aboriginal and Torres Strait Islander children in a PaCE project may be only through participation but could also include more comprehensive roles such as:

  • engaging with DEEWR to demonstrate the needs and goals of proposed projects
  • committing to support and participate in the project
  • assisting DEEWR in gathering the relevant information related to the PaCE funding proposal
  • ensuring the details provided to DEEWR are correct and accurate;
  • agreeing on milestone activity (including Performance Framework and Evaluation
    methods)
  • demonstrating the amount of funding required and negotiating a budget with DEEWR, including obtaining quotes where required, and
  • providing information to the funding recipient (where the stakeholder is a third party) in relation to progress or performance reports as required.

Eligibility

Once a PaCE project has been discussed and developed, the delegate will make a decision on the proposal. If approved all funding must be through a legal entity as all approved PaCE providers must enter into a funding agreement with DEEWR. A legal entity is:

  • a company incorporated under the Corporations Act 2001
  • a statutory corporation, or
  • an incorporated association.

A legal entity must have an ABN to contract with DEEWR.  Current PaCE projects include legal entities such as The Australian Red Cross Society, the Cathy Freeman Foundation or Barnardos Australia.

In exceptional circumstances, subject to their agreement, schools may be used to receive funds when no other type of legal entity is available.

Auspicing Bodies

If you are not a legal entity, for example, you might be a group of parents proposing a project you can ask a ‘legal entity’ to auspice the funds on your behalf. The auspicing body would enter into an agreement with DEEWR and be responsible for meeting the conditions of the agreement.

DEEWR can assist in finding appropriate auspicing bodies for non-legal entities.
