The Indigenous Education (Targeted Assistance) Act Annual Report, 2009

The IETA Report 2009 is the first in a series of reports required under Section 17A of the Indigenous Education (Targeted Assistance) Act 2000 (IETA), amended in 2008, to deal specifically with performance and financial reporting undertaken through national programs and projects funded under the Act.  The 2008 amendments to Section 17A reduced the elements required to be reported to the Australian Parliament through this Report.

Abstract

The annual IETA Report tracks the progress of national programs and projects funded through IETA.  Data and information concerning these national programs and projects are provided through annual performance reports agreed and required under each education provider’s Indigenous Education Agreement.

The IETA Report 2009, covers the national programs and projects across the four education sectors – preschool, schooling, vocational education and training and higher education. Interspersed through the Report are several case studies highlighting the activities of some education providers both across education sectors and across geographical locations. A section on expended IETA financial data by each contracted provider concludes this report.

The National Report to Parliament on Indigenous Education and Training

The National Reports to Parliament on Indigenous Education and Training on this site are the fifth to eighth in a series of annual reports that enables the Minister for School Education, Early Childhood and Youth to report to both houses of the Australian Parliament on progress in Indigenous education and training across Australia.

Abstract

The annual National Reports to Parliament on Indigenous Education and Training track progress at all levels, from preschool through to higher education.

In the 2005 -  2008 quadrennium, the Indigenous Education Program (IEP) provided supplementary funding to more than 200 preschools, schools, vocational education and training (VET) organisations and education systems, in both the government and non-government sectors as well as the 38 Table A universities.

Education providers in receipt of IEP funding agreed to report against outcomes in eight priority areas. Four of these priority areas relate to improving outcomes for Indigenous students – in literacy and numeracy; enrolments; attendance and retention; and in educational outcomes such as the gaining of Year 12 Certificates.  Under the heading of Indigenous influence, involvement and presence, progress in the four other priority areas of Indigenous employment; professional development of staff involved in Indigenous education and training; involvement of Indigenous parents and communities in education and training; and culturally inclusive curricula are analysed and discussed.

Interspersed through this report is a series of ‘features’ highlighting the activities of education providers representing all levels of education and a wide range of geographical locations.  Their stories give insights into how they are meeting the needs of their communities, what they do best, why they are special, and how they are achieving good outcomes for their students.

In addition, developments in numerous other Australian Government programs that assist Indigenous students are detailed, together with details of expenditure.

Summary Report on the National Preschool Census

The National Preschool Census is conducted annually and is a national collection of preschool enrolments with a focus on Indigenous children. The Census data informs the calculation of per capita funding under the Indigenous Education (Targeted Assistance) Act 2000 to eligible providers in respect of Indigenous children enrolled at and attending preschools in Australia.  The data is also used to evaluate the performance of the Aboriginal and Torres Strait Islander Education Policy (AEP) and provides basic data on the preschool education sector within Australia.
