Evaluation Report on the SATTA Pilot Program

The Evaluation Report on the Student Aptitude Test for Tertiary Admissions (SATTA) Pilot Program was commissioned from the Australian Council for Educational Research (ACER). Funding for the Pilot Program was provided in the 2007-2008 Budget.

The Report contains valuable information on alternative modes of entry into higher education.  The main focus of the report is the evaluation of the aptitude assessment named uniTEST. While the Report recommends the national implementation of uniTEST, the Government does not intend to direct universities to undertake specific enrolment practices. 

Given the low uptake in the pilot program the Department’s view is that definitive conclusions about the value of uniTEST are not possible at this point in time.

In response to the Bradley Review of Higher Education, the Government is implementing new policies to ensure more Australians have access to higher education. In 2012 public universities will be funded for undergraduate student places based on student demand. 

The Government’s reforms include University Compacts which set performance targets for each institution, the Higher Education Participation and Partnerships Program to increase low-SES uptake of higher education, the introduction of the new Australian Qualifications Framework to improve connections between the VET and Higher Education sectors, and support for new university infrastructure through the Education Investment Fund.
