On 27 February 2012, at the direction of the Minister for Tertiary Education, the Hon Senator Chris Evans, selected applicants were invited to develop their Stage 1 Expressions of Interest (EOI) into detailed Stage 2 applications under the EIF Regional Priorities Round.

A list of the organisations invited to participate in Stage 2 of the Round, and their proposed projects, is now available.

EIF Advisory Board Communiqué

On 27 February 2012, the independent EIF Advisory Board issued a communiqué to all EIF Regional Priorities Round applicants. The communiqué provides general feedback on the EOI stage and identifies a number of areas on which the Board will focus in its consideration of Stage 2 applications. The Board encourages Stage 2 applicants to ensure that in responding to the EIF selection criteria in the Stage 2 Application Form, they address the areas identified in the communiqué. The general feedback provided in the communiqué may also be of use as general feedback for those applicants who were not successful at the EOI stage.

Program Guidelines

The EIF Regional Priorities Round Guidelines were amended in February 2012 to reflect the new closing date for Stage 2 of the Round (see below). Stage 2 applicants should familiarise themselves with the Program Guidelines before submitting their Stage 2 application. In particular, Stage 2 applicants should note that the Guidelines specify that their Stage 2 application must be developed from the project set out in their Stage 1 EOI and cannot be a wholly new proposal.

Applications

Stage 1 – Expressions of Interest (EOI) (now closed)

Stage 2 – Application (invited Stage 1 applicants only)

Stage 2 applicants have been provided with access to the Stage 2 online Application Form, the Instructions for Completing the Stage 2 Application Form and the Program Guidelines (revised February 2012).

Stage 2 applications must be submitted:

  • electronically, via TED Online, by 3.00 pm Australian Eastern Daylight Time (AEDT) on Wednesday 28 March 2012, and
  • by posting or delivering two (2) hard copies of the application (identical to that submitted electronically) which must be received by the Department of Industry, Innovation, Science, Research and Tertiary Education (DIISRTE) by 5.00 pm Australian Eastern Standard Time (AEST) on Wednesday 4 April 2012.

Hard copies of the Stage 2 Application Form are to be posted to:

Hard copies of applications must be double sided, two hole punched, and must NOT be bound. One of these forms must bear the original signature of the Chief Executive Officer or equivalent.

Electronic and hard copy applications must be received by the deadlines. If either the electronic application or the hard copies of the applications are not received by the deadlines, the application will be considered as a late application.

Key Dates

  • 7 October 2011 – Stage 1 EOI applications opened
  • 4 November 2011 – Stage 1 EOI applications closed
  • 27 February 2012 – Short-listed applicants invited to submit Stage 2 applications
  • 28 March 2012 – Electronic copies of Stage 2 applications to be submitted by 3.00 pm AEDT
  • 4 April 2012 – Hard copies of Stage 2 applications to be submitted by 5.00 pm AEST
  • Second half 2012 – Expected announcements of successful projects.

Funding Agreement

In accordance with the Education Investment Fund Regional Priorities Round Program Guidelines the funding agreement can be found below:

All funding agreements with successful non-government applicants will be negotiated based on this template.

For TAFE projects a template project agreement can be viewed on the Federal Financial Relations website.

All Project Agreements between the Commonwealth and relevant State or Territory Government will be negotiated based on this template.
