Advancing Quality in Higher Education
The Government is strongly committed to ensuring that the growth in university enrolments is underpinned by a focus on quality. Advancing Quality in Higher Education outlines the Government’s $1.1 billion commitment to assuring and strengthening the quality of teaching and learning in higher education. The Department of Education, Employment and Workplace Relations (DEEWR) will work closely with higher education stakeholders, including universities, business and students during the continued implementation of the quality agenda, including implementation of Compacts and Performance Funding.
DEEWR is consulting with the higher education sector, business and students on the development of measures for student experience and quality of learning outcomes for use in the MyUniversity website and to inform continuous improvement by universities.
Discussion papers on the proposed performance measurement instruments have been released and are available on the Advancing Quality in Higher Education page.
In addition to focused consultation and engagement on specific elements of the package, the Advancing Quality in Higher Education Reference Group has been established to provide advice on the implementation of the performance measurement instruments and the Australian Graduate Survey (AGS). The Reference Group is made up of representatives from the higher education sector, business and student groups, who have been selected by the Government in consultation with Universities Australia.

Previous Consultation
Universities and peak bodies had the opportunity to comment on the draft Compact template and draft Performance Funding framework in October 2010. This feedback informed the finalisation of the Compact Template and performance framework, which were provided to universities in December 2010.
Mission-based Compacts
A discussion paper, Mission-based compacts for universities: A framework for discussion, was released jointly between DEEWR and DIISR in July 2009. Roundtable discussions with Vice-Chancellors and other key stakeholders were held during July and August 2009 to discuss the issues raised in the paper.

Performance Funding
In September 2011 the Government released an Exposure Draft of the Reward Funding Guidelines. Stakeholders were invited to provide feedback on the draft, with this feedback being incorporated into the Reward Funding Guidelines.
Stakeholders from the Higher Education sector were invited to participate in two face-to-face information sessions, in 2010, to find out more about the proposed Performance Funding arrangements. Stakeholders had the opportunity to engage with Department representatives and provide feedback about the proposed Performance Funding arrangements. The sessions focused on both general and technical aspects of the proposed Performance Funding arrangements.
An Indicator Framework for Higher Education Performance Funding
In December 2009, the Department released the discussion paper, An Indicator Framework for Higher Education Performance Funding, to inform the development of draft Performance Funding Guidelines.
DEEWR developed the discussion paper in consultation with an Indicator Development Group comprised of higher education experts. The paper outlined a possible framework of indicators that could be used to agree performance targets with universities for the purposes of Performance Funding.
Feedback received from the submissions has informed the development of draft Performance Funding Guidelines.
61 submissions were received in response to the discussion paper.
