Interim agreements for mission-based compacts

As part of Australian Government’s $5.7 billion Higher Education and Innovation Reform, eligible higher education providers are entering into interim agreements with Government.

In the transition to mission-based compacts, all eligible higher education providers met with DEEWR and DIISR between September and December 2009. Discussions were held regarding universities’ individual missions and strategic directions and how they propose to respond to the Australian Government’s higher education reforms, and their achievements and aspirations in teaching and learning and research and research training. 

In entering into interim agreements, DEEWR and DIISR acknowledge universities’ aspirations, including how these complement the Government’s reform ambitions. Interim agreements can be viewed below.

Reflecting the diversity of the sector, universities have adopted a range of approaches to the task of drafting their mission statements for interim agreements. The degree of detail provided reflects that at the time of drafting, universities were at different stages in their strategic planning cycles. In some cases, this necessitated a high level approach concerning key directions yet to be endorsed by governing bodies; in others, universities were positioned to share more detail on performance indicators and aspirational targets they have developed to underpin their strategic plans. 

Interim agreements provide a starting point for a dialogue between the Government and universities that will culminate in the first mission based compacts coming into effect in 2011. 

Throughout 2010, DEEWR and DIISR will work together with universities to develop the first mission-based compacts.

Compacts will define the outcomes universities consider consistent with their individual mission and outline the steps they will take to achieve these outcomes. Where applicable, compacts will contain agreed targets for improvement and reform which will trigger reward payments.
