Performance Framework Development

Wide consultation informed the development of the DES Performance Framework to ensure it delivers:

  • a fair system of star ratings that measures provider performance and produces reliable comparison taking account of factors outside the control of providers. 
  • transparency for job seekers and employers as to how providers are rated and assessed 
  • improved information available to job seekers and employers as they choose a provider 
  • a consistent focus on achieving outcomes for participants, supported by clearer and more timely information to assist providers manage performance including identifying what is working and what can be improved, and 
  • a Performance Framework that supports a commitment to continuous improvement.
     

Disability Employment Services Review:

The Performance Framework responded to clear feedback received during public consultations on the need to improve the current approach to performance management for Disability Employment Network (DEN) and Vocational Rehabilitation Services (VRS).
 

Industry Reference Group:

An Industry Reference Group was established by the Minister for Employment Participation, the Hon Mark Arbib MP, to provide advice on the Performance Framework for the new Disability Employment Services (DES).

The Industry Reference Group focussed on the key performance indicators for the new programs, including weightings, and the development of a method for measuring the comparative performance of providers in the new programs.

Membership of the Industry Reference Group included the following peak industry associations:

  • ACE National Inc (ACE) 
  • Australian Federation of Disability Organisations (AFDO) 
  • Australian Rehabilitation Providers Association (ARPA) 
  • Jobs Australia Limited 
  • National Disability Services (NDS) 
  • National Employment Services Association (NESA)
     

Technical Advisory Group:

The Department consulted with a Technical Advisory Group (TAG) on the details of the DES Performance Framework. The TAG examined: the simplification and improvement of the regression models; performance measurement definitions; and the quality assessment framework. Membership of the TAG included representatives from the following organisations:

  • ACE National Inc. (ACE) and two nominated providers
  • Australian Federation of Disability Organisations (AFDO)
  • Australian Rehabilitation Providers Association (ARPA) and two nominated providers
  • Jobs Australia Limited and two nominated providers
  • National Disability Services (NDS) and two nominated providers
  • National Employment Services Association (NESA) and two nominated providers

Independent Statistical Advice:

Access Economics undertook independent analysis of the proposed star rating models to ensure their validity and robustness.
