Transition Reference Group
The Minister for Employment Participation Brendan O’Connor has established a Transition Reference Group to advise on detailed arrangements for transition to Job Services Australia.
The Transition Reference Group is comprised of:
- a DEEWR Chairperson
- a NESA representative
- Four provider organisations nominated by the National Employment Service Association (NESA) and by invitation of DEEWR reflecting a diverse range of views, and spanning larger/smaller, metropolitan/ remote, and small specialist organisations
- a representative from ACE; National New Enterprise Incentives Scheme Association; Jobs Australia (peak body for nonprofit providers of employment and related services); a Green Corps provider; and a Remote Services provider
- a representative of indigenous employment service providers
- other persons as may be invited by a senior DEEWR representative.
The Transition Reference Group may also include a ‘new entrant’ provider following announcement of the outcomes of the Request For Tender.
Secretariat support to the Transition Reference Group is provided by DEEWR.
In accordance with the advice of the Probity Advisor, a representative attends all meetings of the Transition Reference Group to ensure transparency of process and conformity with probity requirements.
In addition to the Transition Reference Group, DEEWR welcomes questions and input from all interested stakeholders
A Transition Reference Group will provide advice to DEEWR on the further development of the transition arrangements to the new employment services to commence on 1 July 2009.
The Transition Reference Group will provide advice to DEEWR on:
1. Communications to stakeholders and movement of job seekers/participants from ESC3 services into the new stream services and activities that commence on 1 July;
2. Arrangements for providers - whether they be remaining, exiting or newly entering Job Services Australia - to ensure they are fully prepared for quality delivery of the new services, and/or regarding the wind up of old programs/contracts;
3. To explore how to assist in developing provider partnerships and the impact of transition on these arrangements; and
4. Guidelines and other materials (including resources for providers) prior to these being finalised, complementing other consultations.
In addition, the Working Group may, at the discretion of the Chairperson in consultation with the members, agree to consider other issues to support the Transition principles.
