Job Services Australia - Joint Connections Interviews

On 1 July 2012, Joint Connections Interviews will be introduced. These are joint interviews between employment services providers and Department of Human Services Centrelink Customer Service Advisers with job seekers who are having difficulties meeting their requirements. This targeted intervention is designed to reduce the risk of these job seekers disengaging from assistance.

Exposure draft of the Disability Employment Services – employment support service 2013–2015 purchasing arrangements

Current Disability Employment Services – Employment Support Service contracts are scheduled to expire on 30 June 2012.

Disability Employment Services (DES) commenced on 1 March 2010, replacing the previous Disability Employment Network and Vocational Rehabilitation Services. There are two separate programs within DES. These are:

  • Disability Management Service (DES-DMS) – for job seekers with disability, injury or health condition who require the assistance of a disability employment service but are not expected to need long-term support in the workplace, and
  • Employment Support Service (DES-ESS) – for job seekers with permanent disability and with an assessed need for more long-term, regular support in the workplace.

The Department of Education, Employment and Workplace Relations (DEEWR) will undertake a competitive tender process to appoint suitable Providers for the Disability Employment Services – Employment Support Service 2013–2015.

An essential feature of the tendering process is the Exposure Draft Request for Tender which will be released on 20 February 2012. The Exposure Draft provides a comprehensive description of the services being tendered together with a detailed description of the tender requirements, including the proposed selection criteria, conditions of tender lodgement and a draft of the DES Deed under which successful Tenderers will be contracted.

The release of the Exposure Draft will offer an opportunity for stakeholders and the broader community to provide comments and feedback which the Department will consider in finalising the Request for Tender. Organisations or individuals wishing to offer feedback will have until 20 March 2012 to provide their submissions.

To support the release of the Exposure Draft, and to facilitate consultation with the sector, Consultation Sessions will be conducted in each of the seven capital cities and in Canberra, Newcastle, Coffs Harbour, Dubbo, Traralgon, Bendigo, Port Augusta, Gold Coast, Cairns, Townsville and Albany from 27 February to 7 March 2012. There will also be one Consultation Session conducted through web conferencing facilities. Charter of Contract Management

The Charter of Contract Management (the Charter), created in consultation with industry and following broad consultation with providers, provides a principles-based approach to fostering cooperative and strategic business partnering relationship between DEEWR and providers.  The Charter sits alongside the formal legal contract and sets out minimum standards of performance and conduct that providers can expect of DEEWR.

The Charter also embodies the commitment by DEEWR to work cooperatively with providers to achieve mutual goals and outcomes in the delivery of employment services which includes building a more socially inclusive Australia by assisting unemployed Australians to improve their economic and social circumstances through participation in work.
