Request for Tender for Job Services Australia 2012-2015
As part of the 2011–12 Budget, the Australian Government invested in a comprehensive package of measures called Building Australia’s Future Workforce (BAFW) to promote workforce participation and encourage skills development. This package combines requirements for people with capacity to participate in the workforce, with more support to do so. To support the package the Government will invest more than $4.1 billion in Job Services Australia (JSA) services over the next three years through to June 2015.
Job Services Australia (JSA) was introduced on 1 July 2009 after an open tender process. It was designed to provide Job Seekers with flexible and tailored support to better assist them to obtain sustainable employment. JSA presented a significant reform to previous models. It has delivered strong results, demonstrating the effectiveness and flexibility of the program, particularly given recent international economic events.
JSA is helping the most disadvantaged Job Seekers, including people who are long-term unemployed and/or homeless, Aboriginal and Torres Strait Islander peoples and people who have a mental illness or are from jobless families, to benefit from the rewards of paid work.
Deeds for current JSA Providers expire on 30 June 2012. Following wide stakeholder consultations, which confirmed the model is working well and that disadvantaged Job Seekers are generally receiving improved services and achieving better outcomes, the Government decided to retain the current model with well-performing Providers having their current Deeds renewed for a further three years until 30 June 2015, subject to ongoing performance.
In order to improve performance, some of the business of lower performing organisations in non-remote locations was offered to higher performing JSA Providers in a business review process in October 2011. Outcomes of the Business Review process are published on the DEEWR website. The remaining business was the subject of the Request for Tender for Job Services Australia 2012–2015.
This tender process is now complete.
Following on from the announcement of the outcomes of the Business Review process on 16 November 2011, the Government has released (21 November 2011) a Request for Tender for all available business that was not allocated under the Business Review process. The Business available through this tender process is detailed at Appendix C of the Request for Tender.
