Indigenous Employment Program 2012 - 2015

Request for Tender for two Panels for the Indigenous Employment Program 2012-2015

  • the Employment Panel
  • the Economic Development and Business Support Panel.

The Department of Education, Employment and Workplace Relations (DEEWR) released this Request for Tender (RFT) for the Indigenous Employment Program (IEP) for the purpose of appointing Providers to two IEP Panels for the period from 1 July 2012 to 30 June 2015. One Panel is the IEP Employment Panel and the other is the IEP Economic Development and Business Support Panel.

Closing the gap between Indigenous and non-Indigenous Australians, in the areas of health, education and employment, is a national priority for the Australian Government. With this aim in mind, organisations were invited to tender to be members of one or both Panels. Panel members will be considered for the provision of Indigenous Employment Program services that help more Indigenous Australians obtain employment or establish businesses.

The IEP will enable DEEWR to continue to work with people to deliver a broad range of projects suited to their own local circumstances, focusing on how to achieve the best employment outcomes. Tables 2.1 and 2.2 in the RFT provided examples of the kind of support that will be available under the IEP.

Organisations were able to tender to be on one or both of two Panels to deliver services to communities, businesses and individual entrepreneurs:

  • the Employment Panel, and
  • the Economic Development and Business Support Panel.

It does not matter whether the organisation is small or large. It does not matter whether you can provide services across Australia or parts of it.

The Government wants to make sure that IEP Providers deliver high-quality services and achieve the best possible employment outcomes for Indigenous Australians.

Announcement of Tender results

On 26 April 2012, the Hon Julie Collins MP, Minister for Indigenous Employment and Economic Development, announced the results of the Request for Tender for two Panels for the Indigenous Employment Program 2012–2015.

The refreshed Indigenous Employment Program panel arrangements start on 1 July 2012 and will deliver a broad range of projects suited to local community circumstances, focusing on achieving the best employment outcomes for Indigenous job seekers.

The Employment Panel will equip employers with the skills, knowledge and expertise necessary to provide sustainable employment opportunities and will prepare Indigenous Australians to take up employment opportunities, stay in jobs and enhance their future employment.

The Economic Development and Business Support Panel will support enterprises through strategies and services for building economic and business development opportunities, provide activities that support the development of viable businesses and assist with financial strategies or services for Indigenous businesses and organisations.

Tenderer Debriefing Sessions

On 26 April 2012, tenderers for Indigenous Employment Program Panel 2012–2015 received notification of their tender results. The Department of Education, Employment and Workplace Relations is keen to ensure all tenderers who choose to do so, have the opportunity to receive an oral debriefing on their tender submission.

DEEWR notes that the tender process was monitored by an independent external Probity Advisor to ensure full adherence to the selection process, fairness and transparency. Tender submissions were subject to an in-depth and rigorous assessment. The Department’s tender evaluation and decision making process has been guided by careful consideration to ensure the best services and results for Indigenous job seekers and employers.

Information Sessions

To support the RFT, information sessions were conducted in all capital cities and in Dubbo, Shepparton, Cairns and Alice Springs from 5-9 September 2011. Dates and cities for the information sessions were as follows;

Monday 5 September 2011: Brisbane, Canberra, Sydney and Melbourne.
Tuesday 6 September 2011:  Adelaide, Cairns, Dubbo and Shepparton.
Wednesday 7 September 2011: Hobart and Perth.
Thursday 8 September 2011: Darwin.
Friday 9 September 2011: Alice Springs.
