DEEWR has released this Request for Tender (RFT) for a Panel to provide Hotel Accommodation for the purpose of appointing either a Broker or Provider to a panel to provide Hotel Accommodation. The Panel will be established for the period from 1 September 2011 to 30 June 2014.
The Department of Education, Employment and Workplace Relations (DEEWR) works with a range of organisations, agencies and stakeholders, including contracted service providers, to provide high quality policy, advice and services for the benefit of Australia.
DEEWR conducts procurement activities that can be undertaken in DEEWR’s National Office in Canberra and can involve staff from State Offices travelling to Canberra who require hotel style accommodation.
DEEWR is seeking through this RFT to appoint organisations to a panel which can then be approached in relation to the supply of accommodation for its staff over particular periods.
In particular DEEWR requires individual accommodation for up to 15 staff during the indicative periods of September/October/November 2011, January 2012 and April 2012. Additional rooms will be required during July/August/September 2012.
Accommodation should be of a commercial standard rated as a minimum three (3) star NRMA rating.
The details of the accommodation services that are sought are set out in Section 1.4 – Statement of Requirements of the RFT. Organisations appointed to the panel will also receive a Deed of Standing Offer in the form set out at Appendix E – Panel to provide Hotel Accommodation Deed of Standing Offer 2011-2014 (Deed). The Deed for the provision of Hotel Accommodation will commence on 1 September 2011 and end on 30 June 2014.
The Commonwealth will have an option, subject to satisfactory performance by the Panel members, to extend the Deed of Standing Offer for a maximum of three (3) years on the same terms and conditions, unless otherwise agreed in writing between the parties.
The Panel to provide Hotel Accommodation 2011-2014 may also be accessed by other agencies in a Cooperative Procurement approach. Further information on Cooperative Procurement can be found on the Department of Finance and Deregulation website.
In providing Hotel Accommodation Services, the successful Panel members will:
- provide accommodation within close proximity (that is, within reasonable walking distance) to 17 Moore Street, Canberra City, ACT, or have the ability to provide transportation to 17 Moore Street, Canberra City
- provide a standard of accommodation that is rated as a minimum three (3) star NRMA rating
- secure rates to meet long and short term accommodation requirements during the period 1 September 2011 to 30 June 2014, and
- provide terms and conditions which includes, but are not limited to the details of:
- the types of room accommodation and facilities available for long and short term stay
- benefits include price discounts available for block bookings, breakfasts etc
- any restrictions to availability
- check in/check out details
- notice required for booking the accommodation
- arrangements for extended stays
- cancellation policy and associated fees
- holding policy and associated fees
- options to subcontract
- ability to supply car parking if required
- dispute resolution, and
- invoice management.
