DEEWR has released this Request for Tender (RFT) for the Commercial Information Reports (CIR) Panel to establish a Panel of organisations to deliver accurate and high quality CIR Services to the Department. The Panel will be established for the period 1 September 2011 to 31 August 2014. The Commonwealth may at its discretion extend the Deed of Standing Offer for a further three years on the same terms and conditions.
CIR Panel Members will be required to deliver Services and provide information to enable the Commonwealth to efficiently and effectively
- assess the financial viability of persons or organisations who are tendering for DEEWR-administered programs
- monitor the financial viability of persons or organisations who hold current contracts with DEEWR
- conduct administrative procedures, including debt management, auditing and investigation, and
- carry out its program delivery and administrative requirements.
The Services to be delivered are described in detail in the RFT. In summary, the Panel Members will provide a range of services relating to the provision of commercial, trading and business information for individuals and organisations. Information to be supplied may include, but is not limited to
- credit information on organisations and individuals
- Australian Business Number and business name verification
- Australian Securities and Investments Commission (ASIC) extracts which include but are not limited to information related to company directors, related entities, and current or historical company information
- bankruptcy and insolvency information
- risk assessment reports
- identity verification for individual persons, and
- property, title, assets and ownership reports.
The Commonwealth is seeking recognised and reputable Panel Members to deliver the Services as defined in the Statement of Requirements.
Organisations will be able to tender to provide some or all of the Services/reports detailed in Section 2.2 of the RFT. Organisations may also list additional reports that can be supplied to meet the purposes listed in Section 2.2.
The Panel established through this RFT will be a non-exclusive Panel (which means that DEEWR may also purchase the Services through other procurement processes and other funding arrangements). However DEEWR will engage Panel Members wherever possible and will approach other organisations outside the Panel only where no Panel Member is capable or suitable to provide the required Services in that instance.
In addition, this Panel allows for cooperative procurement by other Commonwealth agencies and related entities. This means that other Commonwealth agencies and related entities can use this Panel if they require the Services. Although the Panel is also non-exclusive for the Commonwealth, using this Panel means that the agencies and related entities will not be required to conduct their own procurement process for the same Services, thereby making the Panel an attractive option for an agency to use.
Panel Member Announcement
The Panel Members are aware that there is no guarantee of any business upon appointment to the Panel which by virtue of its status as a non-exclusive Panel does not restrict the Commonwealth to procuring CIR Services from Panel Members only. However, DEEWR will engage Panel Members wherever possible and will approach other organisations outside the Panel only where no Panel Member is capable or suitable to provide the required Services in that instance.

The closing date and time for the submission of tenders is 2.00 pm Australian Eastern Standard Time (AEST) Monday, 8 August 2011. Please note this tender is now closed

Tenderers’ requests for further information, including where they have been asked to put their question in writing, must be received by the Hotline by 5.00 pm (Canberra time) of the date three (3) Business Days before the tender closing date. There will be no obligation on DEEWR to answer questions received after that deadline but, at its sole discretion, DEEWR may provide answers to late questions.
