In the 2011-12 Budget the Australian Government announced a review of remote participation and employment services with a view to introducing improvements from 1 July 2013.
Consultation strategy
On 29 June 2011 the Government announced the consultation strategy for the review. The consultations will guide and inform the design of the new arrangements for remote participation and employment services. The consultation strategy will be assisted by an engagement panel, and will involve community and stakeholder consultations.
Remote Participation and Employment Services Engagement Panel
On 15 July the Government announced the membership of the Remote Participation and Employment Services Engagement Panel. The panel will provide expert advice on effective engagement for remote communities and on the development of simpler, more integrated services.
Members of the Panel include
- Ms Shirley McPherson – Chair, Indigenous Land Corporation
- Mr John Berto – Chief Executive Officer, Thamarrurr Development Corporation
- Ms Pat Brahim – General Manager, Julalikari Council Aboriginal Corporation
- Mr Nolan Hunter – Acting Chief Executive Officer, Kimberley Land Council
- Ms Suzannah Kuzio – Chief Executive Officer, Community Enterprises Australia Ltd
- Ms Sally Sinclair – Chief Executive Officer, National Employment Services Association, and
- Ms Melanie Stutsel – Director, Health, Safety, Environment and Community Policy, Minerals Council of Australia.
Senator Mark Arbib, the Minister for Indigenous Employment and Economic Development, met with the Panel at its first meeting on 26 July 2011. He announced that Shirley McPherson would chair the Panel and briefed the members on the purpose and importance of the review. Senator Arbib thanked Ms McPherson and the other panel members for their commitment to improving participation and employment services for people in remote Australia. The panel met for a second time on 4 October 2011.
Consultation forums
Consultation forums with people in remote communities, service providers, employers and other stakeholders were conducted during August and September 2011.
Discussion paper
On 16 August 2011 the Government announced the release of a discussion paper, The Future of Remote Participation and Employment Servicing Arrangements and invited written submissions. The submission period ended on 12 October 2011.

The making of submissions to the Department of Education, Employment and Workplace Relations (‘the department’) in response to the Discussion Paper is subject to the conditions below.
Publication
The department may publish all submissions for public review on this webpage and include submissions in reports or materials published by the department.
All submissions will be thoroughly reviewed by the department, and this may delay posting to this webpage.
Submissions will be uploaded to the website progressively as they become available in an accessible format. Initial records will be provided in RTF (text only) and accompanying accessible PDF versions will then be progressively added where possible.
All submissions will be made public unless the author states in writing that their submission is confidential.
The department reserves the right to edit or redact a submission, or withhold a submission from publication, if it believes that the content of the submission is defamatory, offensive, contravenes anti-discrimination or anti-vilification law or otherwise breaches any law.

Personal information collected from submission authors is managed under The Privacy Act 1988.
The department will collect personal information from submission authors for the purposes of developing and reviewing a new model for remote participation and employment servicing arrangements. Any personal information collected will only be used by the department for this purpose.
By making a submission into the review on remote participation and employment services, you are consenting to the disclosure of your personal information by the department through publication of your submission on the department’s website.
Personal information within your submission may also be disclosed by the department in related reports or material published by the department. The personal information collected will not otherwise be disclosed without your consent, unless authorised or required by law.
Freedom of Information
The Freedom of Information Act 1982 (FOI Act) applies to all documents in the possession of the department.
The FOI Act gives the Australian community access to information held by the government by providing for a right of access to documents. This includes any submissions provided to the department on the review of remote participation and employment servicing arrangements, including any submissions which have been provided on a confidential basis.
A decision regarding access to documents under the FOI Act will be made by an authorised FOI decision-maker in accordance with the requirements of the FOI Act.
Submissions which are requested under the FOI Act may also be published on the department’s disclosure log, in accordance with the publication requirements of the FOI Act.
