The Department of Education, Employment and Workplace Relations (DEEWR) is seeking applications from suitable organisations to deliver activities under the Inclusion and Professional Support Program (IPSP) 2013-2016.

Addendums to the Request for Applications for Funding to deliver IPSP activities 2013-2016
- The Region Profile documents for Inclusion Support Agencies in Western Australia and Tasmania have had minor changes as outlined below: Both Region Profile documents were updated on 10 January 2012.
- Western Australia Region Profile: ISA Region 53 – North Metro Perth / Islands, now includes the Cocos Islands.
- Tasmania Region Profile: ISA Region 63 – North West Tasmania, ‘Ashton – Upper Burnie’ replaced with ‘Acton – Upper Burnie’.
- The PSC Region Profiles were updated on 11 January 2012 to clarify references to the indicative funding amounts available.
- Delete the current paragraph 3.2.2 of the Request for Applications for Funding to deliver IPSP activities 2013-2016, and replace with the following -
3.2.2 Subject to the exceptions set out at 3.2.2(a), Commonwealth Government agencies, including any ‘Commonwealth authority’ or ‘Commonwealth company’ within the meaning of those terms in the Commonwealth Authorities and Companies Act 1997, and state and territory government agencies are not eligible to apply either in their own right or as members of a Group.
- The following entities are eligible to apply, notwithstanding the fact that in some situations, such entities could be categorised or described as state or territory government agencies (where such entities also satisfy the other conditions of eligibility):
- local government authorities;universities;
- vocational education providers; and
- tertiary and further education (TAFE) institutions.

Inclusion and Professional Support Program Guidelines 2013-2016
The Inclusion and Professional Support Program (IPSP) Guidelines 2013-2016 will supersede the previous IPSP Guidelines 2009-2012, from 1 January 2013. Two typographical errors have been identified in the Guidelines:
- Section A8.2: The reference to ISAs providing support on a fee for service basis to non-eligible services should be disregarded.
- Section E10: Numbering incorrect D10.2 should be E10.2 National IPSP Conferences.
Application Form for each of the IPSP Program Elements
Applicants must complete the application form including the selection criteria, and submit a signed copy as an attachment to an email. Keep your answers short and concise. Responses to the selection criteria must be limited to no more than 1000 words per selection criterion.
Financial Viability and Credentials Forms
All applicants must complete a DEEWR Financial and Credentials Information Form and all prospective subcontractors must complete a Subcontractors Credentials Information Form.
Region Profiles for each of the IPSP Program Elements
Region profiles have been developed to help Applicants to frame their applications. The Region profiles provide data on each IPSP region including the names of areas within the region, the funding level, and the number of eligible ECEC services and the number of children from the IPSP priority groups. In addition to the Region Profiles, maps are provided showing the boundaries of each IPSP region.

Region Localities for each Inclusion Support Agency Region
The Region Localities have been developed to identify the localities within each ISA region boundary.
Draft Funding Agreement for each of the IPSP Program Elements
Successful Applicants will be required to enter into a separate Funding Agreement for each Program Element for which they are successful. These Funding Agreements will be substantially in the form set out in the draft Funding Agreements provided below.
