National Partnership for Early Childhood Education: 2010 Annual Reports

Under the National Partnership Agreement on Early Childhood Education, the Australian Government and the state and territory governments are committed to publishing annual reports on progress with implementing the National Partnership and achieving Universal Access to early childhood education by 2013.

The National Partnership for Early Childhood Education and associated Bilateral Agreements between the Australian Government and each state and territory government are available.

In addition to the state and territory progress, the following information is provided on a national basis, in relation to participation in early childhood education by Indigenous children in the year before full time school:

According to the National Preschool Census (NPC), there were the following numbers of Indigenous children enrolled in preschool in the year before school in 2009 and 2010. Using the Australian Bureau of Statistics’ (ABS) projections of 2006 Population Census information, these figures can be compared to the population of Indigenous four year olds in each of these geographic areas, giving an enrolment rate.

Notes on the data: 1. The NPC does not include preschool services provided in child care settings. 2. ABS advises caution in the use of single year of age Indigenous population projection data when calculating indicators such as rates, due to the inherent uncertainty in single year of age estimates as a result of quality issues associated with the source data assumptions used to derive estimates, and issues associated with modelling small numbers. Nevertheless, the ABS recommends that the Indigenous population projections are the best current source of data for calculating and reporting Indigenous preschool enrolment rates, including by remoteness.
