The core principle of recruitment is getting the right people, with the right skills, working in the right place at the right time (APSC’s Human Resource Capability Model). Entwined in this principle is DEEWR’s recruitment philosophy; of offering agility and mobility. This includes supporting and encouraging career development and mobility in a way that: 

  • provides staff with opportunities to broaden their skills and experience and achieve their goals and potential
  • benefits the organisation by developing and deploying capability that is aligned with current and future organisational priorities

Transparency and openness

For reasons of transparency and accountability in a competitive merit process, the assessment process and the reasons for the decisions must be clearly and concisely defined.

To meet legislative requirements to be openly accountable, the notification of all engagements, assignments of duties to advertised vacancies and promotions of ongoing employees must be published on APSjobs.

In order to uphold the APS value of merit and to ensure transparency, the selection process must be determined in advance, and information about the process must be readily available to all potential applicants.

For reasons of transparency, all applicants must be advised of the progress of their application through the process and offered post-selection feedback when requested. Where the promotion decision is reviewable, feedback must be provided by the Selection Advisory Committee (SAC) before closure of the period for requesting reviews, that is, no later than two weeks after notification of the promotion in APSjobs.
